it would seem this was limited to my computer. not sure what caused it but blowing away cache and cookie data seems to have resolved it. Upon testing it on another computer all seems to work.

May I suggest have one button serve only as "Activate" and "Deactivate" switching as needed, and another button serving as "Configure" that is grayed out when inactive.
