I tried to visit your site on my iPhone. I got a "Under construction" page, with a Fatcow link at the bottom. There were also 2 buttons: Mobile Site and Full Site. I clicked the Full Site button, and got to your site with Jetpack's Mobile theme active. So yes, it does seem like they are directing mobile requests to the "Mobile Folder" and expect you to pay extra for that service. However, since jetpack's mobile them takes care of that for you, you should ask them to stop that redirection and to allow mobile requests to go straight to your site's WordPress installation.
