The Jetpack menu indeed appears to all registered users, to allow them to use some of the Jetpack modules like Toolbar notifications.
No worries though, these users won't be able to see or edit your Jetpack settings.
If you don't want your registered subscribers to use Toolbar notifications, you can hide this menu by installing this small plugin:
